In accordance with your verbal permission
I venture to bring to your notice in writing my hope
that my services during the recent plague in Hong Kong,
which were deemed worthy of the special thanks of the
Community, of the Colonial Government, and of the Imperial
Government, as shown in the annexed extracts, may
be taken into consideration, with a view to that "further
recognition" which has been urged in my behalf, by the
Hong Kong Government and community, and supported by the
Secretary of State for the Colonies.
